Deadly flash floods swept across 40 miles of Central Texas while the county official in charge of emergency response was reportedly asleep at home, a Kerr County sheriff has revealed.

Sheriff Larry Leitha told CNN that Emergency Management Coordinator W.B. ‘Dub’ Thomas was at home asleep due to working the evening before the July 4 floods that killed at least 136.

The death toll also included 27 campers and counselors who were fast asleep at Camp Mystic.

The National Weather Service issued the first flash flood warning at 1:14am CT, more than three hours before the Guadalupe River swelled more than 30 feet into a ‘river of death,’ which washed over the camp and RV parks.

This previously unreported detail, that the key emergency official was likely not awake to receive urgent NWS warnings as they escalated, raises serious concerns about the response to the disaster.
