A 37-year-old man was arrested at Crown Street yesterday at 10.40am before he was taken into police custody.
The man who was taken to Wollongong Police station was later charged with murder.
He has been refused bail and will front Wollongong Local Court today.
Earlier, officers alongside homicide squad detectives set up a crime scene in the area.
The multi-storey carpark was on Sunday taped off by police at the front entrance after dozens of cop cars descended on the scene as locals watched in horror.
Staff at the train station are understood to have found the body of the man on level one, near the western side of the carpark, the Daily Telegraph reported.
The area is known to be frequented by people who sleep rough.
Forensic experts scoured the scene for evidence as detectives began conducting their inquiries into the alleged incident.
More to come.
