Wisconsin Governor Tony Evers, a Democrat, is facing criticism after proposing a budget that would replace terms like ‘mother’ with ‘inseminated person’ and ‘paternity’ with ‘parentage’ in certain sections of state law.
The 2025-2027 budget proposal, introduced by the state Senate’s Joint Committee on Finance, also recommends replacing gendered terms such as ‘wife’ and ‘husband’ with ‘spouse.’
Additionally, references to ‘father’ would be changed to ‘parent,’ and ‘mother’ would be substituted with ‘parent who gave birth to the child.’
The proposal has sparked backlash, with Wisconsin radio host Dan O’Donnell calling the changes ‘beyond parody’ in a post on X.
Wisconsin Rep. Tom Tiffany called out Evers for ‘attempting to sneak [the terminology] into a thousand-page budget bill.
‘This isn’t just crazy — it’s an insult to women who give birth and raise children,’ he said in a post on X.
Other X users were equally as outraged. Author Lauren B. Jones wrote, ‘It literally feels like Democrats are trying to erase women.’
‘Why are they doubling down on an incredibly stupid and unpopular issue?’ said another user.

‘It is an insult to anyone who is a Wisconsinite. As for mothers, Webster will need to invent a new word, as ‘insulting’ is a gross understatement,’ added another.
‘I specifically call it an attack on women and mothers, jerk Evers is trying to erase our identity, dehumanizing motherhood by reducing ‘mother’ to ‘inseminated person,’ commented a third.

The Republican Governors Association (RGA) also weighed in, criticizing the language changes and calling it ‘out of touch.’
RGA Executive Director Sara Craig called Evers’ move ‘offensive to mothers,’ adding that if Evers could reduce motherhood to an ‘inseminated person,’ it would signal a loss for society.
In his budget address, Evers focused on plans to eliminate income tax on tips, prevent property tax hikes, and improve state infrastructure.
He did not mention the controversial language changes in his remarks.
The debate over gendered language has been a growing cultural issue, with terms like ‘chestfeeding’ instead of ‘breastfeeding’ and ‘birthing person’ instead of ‘mother’ sparking controversy.
